VAT refund reality
A no-spin check on what you can actually claim back when shopping in the UK as a non-resident visitor. The HM Treasury-endorsed scheme ended on 1 January 2021; some stores still participate in private schemes (Global Blue, Planet, GB Tax Free), but participation is opt-in and patchy.

What this solves
Most visitors still believe the old "shop >£100, get the VAT back at Heathrow" story. That closed on 1 January 2021 and has not returned. A handful of large retailers — Selfridges, Harrods, Fortnum & Mason, some Bicester Village tenants — opt into private tax-free shopping, but the refund is net of an admin fee that often eats the gain on small purchases.
How to read the result
- VAT amount is the headline figure on a 20% item, but is not the refund — the refund is what remains after the scheme's admin fee (typically 25–40% of the VAT).
- 5% band covers a narrow set (children's car seats, mobility aids, domestic fuel). The refund is smaller in cash terms.
- 0% items were never VAT-bearing — nothing comes back. This is most food, books, magazines, children's clothing and shoes.
- Verdict threshold: worthwhile only if total spend is north of £1,000 in a single trip at participating stores, after admin fees.
Limitations
- This does not model per-store scheme opt-in: only stores with a Planet / Global Blue / GB Tax Free logo at the till participate.
- Northern Ireland continues to apply EU-style rules for VAT on certain goods due to the Windsor Framework — different rules, different paperwork.
- The tool does not model the cost of shipping the goods separately from your luggage (some airports will only validate goods physically worn or carried).
- Goods consumed in the UK (e.g. jewellery worn out of the store) may be deemed ineligible for refund even if you re-export them later.
FAQ
Is the old tax-free shopping back?
No. The HM Treasury Retail Export Scheme ended 1 January 2021 and there has been no UK-wide reinstatement. A small group participate in private schemes (Global Blue, Planet, GB Tax Free); they are not government-run.
Is Heathrow refunding VAT?
Only on goods bought at stores enrolled in a private scheme. The old airport customs counters no longer validate paper forms. Refunds are processed as cash at the desk or card refund after the flight lands — terms vary by operator.
What about Northern Ireland?
Northern Ireland remains in the EU VAT territory for intra-EU movements under the Windsor Framework. Goods bought there and taken into the EU may still be eligible for an EU-style refund, but the rules and paperwork are not the same as the old UK one.
Is Global Blue the only operator?
No. Planet and GB Tax Free (Plus) are the two other UK-visible schemes. Fees and minimum thresholds differ. Stores pick one operator, not all three.
